This section was far enough out of date that all but these comments were removed. You can find the latest information in /usr/src/UPDATING. Search for the text "4.x-stable" and you will be pretty close to what you need to read.
There is also a good write up in the Handbook. Look for the chapter on "The Cutting Edge". The information in /usr/src/UPDATING takes precedence over the Handbook.
